LARASA was founded in 1964 by 23 individuals who intended to:
"Bring about coordination and cooperation among existing agencies and organizations for improving the industrial, economic, social and spiritual conditions of Spanish Americans and to develop other agencies and organizations where necessary; to make studies of the industrial, economic, social and spiritual conditions among Spanish Americans, and, in general, to promote, encourage, assist and engage in any and all kind of work for improving the industrial, economic, social and spiritual conditions among Spanish Americans."
